Catalyst is bassically the "weapon" for incantations, much like wizard staff for magic. If you are really early into the game you might not have any catalysts. The scaling is attached to the catalyst, so you won't see it if you don't have it equiped, but once you do, it shows just like normal strength/int scales.

The multiplier isn't the same on all buffs but the weapons buffs are indeed always a multiplier of your incant scaling. Finger seal +25 -254 incant scaling. Erdtree Seal +10 -243 incant scaling. Gravel Stone Seal +25 -250 incant scaling. Godslayer’s seal +25 -257 incant scaling.These values are with a 266 incant scaling Godslayers Seal +24 at 44 faith.
